Executive Compensation Framework

January 25, 2018

A Message to the Residents of Midland, Penetanguishene, Tiny and Tay
from the Georgian Bay General Hospital Board Chair

RE: Executive Compensation Framework

In 2010 the Ontario government announced the Broader Public Sector Accountability (BPSA) Act which froze all forms of compensation for all non-unionized employees across the broader public sector, including hospitals, school boards, colleges, universities and other agencies.  Amendments to the legislation were made in 2010, continuing to freeze compensation for specific designated executive positions.  In 2017, new legislation was passed to create a framework for determining executive compensation with clear parameters for the development and approval of compensation for designated executive positions.

Hospitals are large, complex organizations, open 24 hours a day, every day of the year.  We are responsible for taking care of Ontarians when they are at their most vulnerable. That’s why hospital governors take their responsibilities for setting executive compensation very seriously.

The GBGH Board of Directors has developed this proposed Executive Compensation Program with consideration of the need to attract and retain the most experienced, best-qualified leaders while compensating them at levels that are appropriate, responsible and in compliance with government requirements.

As part of the process to finalize GBGH’s executive compensation program, and in keeping with our commitment to transparency and accountability, GBGH is publicly posting and seeking constructive and meaningful input on the program for a 30-day public consultation period.

Once you’ve had a chance to review the proposed program you can provide your input to this process through by email to execcompensation@gbgh.on.ca

We welcome your comments until 4 p.m. on Friday, February 23, 2018.

We will review all comments to ensure the Executive Compensation Program is appropriate, reasonable and accountable. Following consultation and review of the input, the final Executive Compensation Program will be posted on the GBGH website.

Thank you for your time and thoughtful contributions.

Respectfully,

Richard Philbin
Chair, Board of Directors
Georgian Bay General Hospital
